A handle service provider needs to obtain a prefix and run one or more servers. For CMIP6 do we want one prefix, or multiple prefixes?
Each handle has an associated metadata record -- who will be responsible for maintaining the content of this record: data provider, publishing institution, archive monitor (e.g. based on scanning index and checking status of files)?
