Time values and time bounds

This sets the time values and time bounds as requested by CMIP.

Character axes:

 char_axis_spectband=
 char_axis_spectband_units=
 char_axis_spectband_bnds=

This configures the spectband axis used for albedo variables.

Branch times:
```
 branch_dates=
```
By setting branch_dates, cdo cmor could calculate the attributes branch_time_in_child and branch_time_in_parent in the requested relative units.
